Emmanuel Arellano

Vice President, Asset Management

Emmanuel Arellano oversees the financial, operational and compliance performance of the assets within the San Diego Housing Commission’s (SDHC) Real Estate portfolio.

Mr. Arellano also serves as the Vice President of Asset Management for SDHC’s nonprofit affiliate, Housing Development Partners.

Mr. Arellano has extensive experience in SDHC real estate programs, including previous positions as Director of Portfolio Management, Asset Manager, Senior Program Analyst and Program Analyst.

Prior to joining SDHC in 2009, Mr. Arellano worked for Bank of America in the Consumer Retail Division for over six years.

Mr. Arellano holds a master’s degree in Executive Leadership from the University of San Diego (USD) and a master’s degree in Business Administration from San Diego State University (SDSU).

Julie Conserva

Director of Finance – Real Estate, Housing Development Partners

Julie Conserva has more than 10 years of experience in the affordable housing industry and is responsible for all accounting functions including overseeing all audits and tax returns. Julie also serves as the Manager of Finance for the San Diego Housing Commission’s Financial Services Department.

Prior to joining HDP, Julie worked as a senior real estate account and asset manager for a private equity firm specializing in real estate development for the New Markets Tax Credit program.

Julie also served as controller for J.T. Smith Companies, a real estate developer for D.R. Horton Homes, which developed more than 1,500 units in her time there.

Julie is a CPA and holds a bachelor’s degree in Economics from the University of California, San Diego.
