Michael Pavco

Senior Vice President, Housing Development Partners:

Michael Pavco has more than 12 years of experience in the affordable housing industry and has worked primarily on residential, mixed-use urban, and redevelopment projects. Michael also serves as the Vice President of Real Estate Services for the San Diego Housing Commission’s Real Estate Department.
Prior to joining Housing Development Partners, Michael served as the Development Director for the National Affordable Housing Trust, a nonprofit that specializes in providing tax credit equity for affordable housing projects throughout the U.S. In this role, Michael was responsible for identifying and underwriting projects, securing competitive funding awards and managing properties throughout the development process.
Michael began his career in the affordable housing industry as a Real Estate Accountant for Volunteers of America, one of the largest nonprofit owners of affordable housing in the country. Michael was responsible for preparing financial reports for Volunteers of America’s real estate department.
Michael holds a master’s degree in Business Administration from James Madison University.

Emily S. Jacobs

Vice President
, Housing Development Partners:

Emily Jacobs has more than 15 years of experience in the affordable housing industry and oversees a diverse project portfolio at HDP.  Her experience includes project management, asset management, property management, business management, and resident services.

Prior to joining HDP, Emily worked as the Associate Director for a local community development corporation.  Emily worked for nearly seven years at Wakeland Housing and Development Corporation, a local nonprofit developer, overseeing company and portfolio operations.

Emily also worked for several years as a real estate development coordinator for a nonprofit developer in Central California.

Emily has a strong background in the development and oversight of tax-credit and bond-financed projects.  Emily holds a bachelor’s degree in Social Science from Humboldt State University and a National Tax Credit Compliance designation.

Tracey McDermott

Vice President & Chief Financial Officer, Financial Services Department

Tracey McDermott is responsible for the San Diego Housing Commission’s (SDHC) financial strategy, budgeting, forecasting, and all financial reporting. Tracey also serves as the Chief Financial Officer for Housing Development Partners

Tracey was appointed to serve as SDHC’s Vice President & Chief Financial Officer in March 2016. Tracey oversees the agency’s $368 million budget, as well as the $250 million loan portfolio, composed of more than 2,700 loans, and a $100 million investment portfolio.

Tracey previously served as SDHC’s Director of Grants and Compliance. This position included short-term and long-term planning, as well as the development and administration of department policies, procedures, and services.

Before joining SDHC in 2012, Tracey worked for 20 years at publicly held companies as Controller or Assistant Controller, where she was responsible for complying with strict U.S. Securities and Exchange Commission reporting rules and regulations.

Tracey earned her Bachelor’s Degree in Accounting from the University of West Florida.

Colin Miller

Director of Real Estate Development, Housing Development Partners

Colin Miller is responsible for the management of all stages of property development of HDP projects, including identifying and securing funding sources, financial structuring and selection and management of the development team.

Prior to joining HDP, Colin worked for the Los Angeles Housing Department as a Finance Development Officer, where he was responsible for the negotiation, underwriting, and managing of multifamily affordable housing loans funded by the Major Projects Unit of the Los Angeles Housing Department. These loans accounted for more than $38 Million in Neighborhood Stabilization Program 2 (NSP2) funds that were leveraged with other City, State, and Federal Funds to create more than 500 units of affordable housing in the City of Los Angeles.

Colin also served as the Director of Southwest Operations for National Affordable Housing Trust, a low-income housing tax credit syndicator, where he managed the Long Beach office. This office was responsible for successful California Debt Limit Allocation Committee and California Tax Credit Allocation Committee applications that resulted in the re-syndication of 1,093 units of affordable housing with 4 percent tax credits. He has spent more than 13 years in the affordable housing industry.

Colin holds a bachelor’s degree in Business Management with a Marketing concentration from Capital University in Columbus, Ohio.

Julie Conserva

Manager of Finance- Real Estate, 
Housing Development Partners:

Julie Conserva has more than 10 years of experience in the affordable housing industry and is responsible for all accounting functions including overseeing all audits and tax returns. Julie also serves as the Manager of Finance for the San Diego Housing Commission’s Financial Services Department.

Prior to joining HDP, Julie worked as a senior real estate account and asset manager for a private equity firm specializing in real estate development for the New Markets Tax Credit program. Julie also served as controller for J.T. Smith Companies, a real estate developer for D.R. Horton Homes, which developed more than 1,500 units in her time there.

Julie is a CPA and holds a bachelor’s degree in Economics from the University of California, San Diego.
