Richard C. Gentry
Richard C. Gentry is the President of the Board of Directors of Housing Development Partners (HDP).
Since September 19, 2008, he also has served as the President and Chief Executive Officer of the San Diego Housing Commission (SDHC), an agency with more than 300 employees and an annual operating revenue budget of $252 million. SDHC owns or manages more than 3,000 housing units; provides federal rental assistance to more than 15,000 low-income families in the city of San Diego; has helped to create more than 17,000 affordable housing units as a developer, investor, lender and City program administrator; and is a leading partner in addressing homelessness, including HOUSING FIRST – SAN DIEGO, SDHC’s homelessness action plan.
Before coming to San Diego, Mr. Gentry was Senior Vice President of Asset Management for the National Equity Fund in Chicago, Ill., the nation’s largest nonprofit Low Income Housing Tax Credit syndicator.
His career in affordable housing and community redevelopment spans 45 years and began at the U.S. Department of Housing and Urban Development (HUD). He also held CEO positions at the Austin (Texas) and Richmond (Va.) housing authorities. He was also Vice President for Public Housing Initiatives at the Local Initiatives Support Corporation (LISC) in Washington, D.C.
In October 2008, the National Association of Housing and Redevelopment Officials (NAHRO) awarded Mr. Gentry the John D. Lange Award for his achievements in expanding the organization’s stature and influence internationally. In October 2012, he was accepted into the NAHRO Fellowship Program, which honors members for their commitment to improving the housing conditions of their fellow citizens. Mr. Gentry also served as NAHRO’s president from 1995-97 and as senior vice president from 1993-95.
Mr. Gentry is also currently a member of the Boards of Directors for the Council of Large Public Housing Authorities and the California Housing Consortium. In addition, he is a member of the Public Housing Authorities Directors Association and the National Housing Conference. He was an active participant in the 2012 Roundtable Discussions held by the Bipartisan Policy Center’s Housing Commission.
Gary Gramling serves as Vice President of the Board of Directors of Housing Development Partners (HDP), and is also a member of the HDP Audit Committee.
Mr. Gramling served on the San Diego Housing Commission’s Board of Commissioners from February 17, 2009, through April 7, 2017, including seven years as Chairman of the Board. He earned the prestigious Elizabeth B. Wells Memorial Award from the National Association of Housing and Redevelopment Officials (NAHRO) in 2016 for excellence in developing support for housing programs.
He has more than 30 years of experience in the building industry.
Mr. Gramling has served on the Boards of Directors of HDP and HDP Mason Housing Corporation since 2010.
Dorothy “Dottie” Surdi
Dorothy “Dottie” Surdi serves as Secretary of the Board of Directors of Housing Development Partners (HDP).
She is also Vice Chair of the San Diego Housing Commission (SDHC) Board of Commissioners for 2017. She has been an SDHC Board member since October 28, 2014.
Ms. Surdi is also chair of the Mission Valley Community Planning Group and Commercial Real Estate Advisor with Sperry Van Ness Finest City Commercial, where she specializes in investment sales and leasing representation for landlords and tenants.
In addition, she serves on the board of the Commercial Real Estate Alliance of San Diego and the Community Planners Committee of the City of San Diego. She is a former member of the North Bay Project Committee under the former Redevelopment Agency of the City.
Roberta Spoon serves as Assistant Secretary of the Board of Directors of Housing Development Partners (HDP), and is also a member of the HDP Audit Committee.
Ms. Spoon has been a Certified Public Accountant since 1985, and has an extensive background in auditing, accounting, and business operations. She is a founding partner of Brodshatzer, Wallace, Spoon & Yip.
Ms. Spoon served on the Board of Commissioners of the San Diego Housing Commission from February 2, 2010, through April 7, 2017, including six years as Vice Chair.
Ms. Spoon has served on the Boards of Directors of HDP and HDP Mason Corporation since 2010.
Ben Moraga serves on the Board of Directors of Housing Development Partners and has been on the San Diego Housing Commission’s (SDHC) Board of Commissioners since November 16, 2010.
A successful executive in the fields of marketing and community relations, Mr. Moraga is currently the Vice President of Annual Giving and Donor Development at the Sharp HealthCare Foundation.
Previously, he was the Director of Corporate and Community Relations for San Diego State University (SDSU). There, he served as Chair of the Corporate Committee and redesigned the corporate relations structure for the University’s $500 million fundraising campaign.
Mr. Moraga brings a unique perspective on housing issues to the Board as his parents were raised in publicly assisted housing in the Los Angeles area.
